DHAKA, April 25, 2026 (BSS) – Prime Minister Tarique Rahman today sought the government official’s effective role in implementing electoral pledges saying that his government is committed to implement all the pledges made in his party’s election manifesto.
“The people have given their verdict in favor of our manifesto. Therefore, the present democratic government is committed to implement the election manifesto and every clause and every commitment of the July Charter signed before the people,” he said.
The premier added: “I hope you will, with your talent and competence, play a role to efficiently implement every promise made by the government to the people. To uphold the trust that the people have placed in us, transparency, accountability, and strong practice of ethics must be ensured in every sector”.
Tarique Rahman, also ruling BNP chairman, made the remarks while addressing an event at the Bangladesh Institute of Administration and Management (BIAM) Foundation Auditorium after laying the foundation stone of a training center-cum-dormitory building at BIAM Foundation in the capital this morning.
Noting that he does not raise the question whether the government officials were able to properly perform their responsibilities during the fascist regime or whether they were capable of doing so, he said, “I want to give you a message from the present democratic government at this moment. The promises we have made to the country and the people are not merely political promises, they are our contract with the people”.
“You are positioned at the highest administrative level of state governance. The responsibilities you perform are not limited to handling documents or administrative supervision; rather you are the main foundation of the functionality, continuity, and stability of the state machinery,” the prime minister said.
“In building a strong, accountable, lawful and people-friendly state system, you are the main driving force on whose professionalism, efficiency, moral strength and administrative wisdom the nation’s development depends,” he added.
Noting that the impact of each of the decisions of the government officials sometimes falls on a family, sometimes on a region, or sometimes on the entire nation, he said, “Therefore, your responsibility is not merely administrative but also a very important moral and constitutional responsibility”.
About BIAM Foundation, Tarique Rahman said Bangladesh Institute of Administration and Management (BIAM) started its journey on December 29, 1991. Later, in November 2002, it was transformed into BIAM Foundation, he added.
Referring to the laying of the foundation stone of the training-cum-dormitory building of the foundation, the prime minister said, “From the establishment of BIAM to its progress till today, the dates prove that in the interest of the country and its people, the BNP government has always wanted to see an efficient and trained public administration and wants to see it in the future as well”.
Therefore, the laying of the foundation stone of the training-cum-dormitory building of BIAM Foundation today is not just the laying of a foundation stone of a building, rather it is a reflection of a long-term state commitment to the development of administrative capacity, formation of administrative leadership, and human resource development, he added.
“This building is not just an infrastructure; let it become a vibrant center of knowledge practice, leadership development, and exchange of experience,” the premier said.
Stating that creating skilled human resources is one of the key objectives of BIAM, he said especially, it is very important to develop human resources engaged in government work with modern training as well as to enable them to make the optimal use of technology.
“In continuation of that, the present government is determined to build merit-based, confident, creative, and responsible human resources. There is no alternative to building a merit-based, transparent, efficient, and people-friendly public administration in all state institutions,” Tarique Rahman said.
After more than one and a half decades, the democracy-loving people of the country have directly voted and elected a democratic government, he said, adding that the present government is a reflection of the aspirations of the common people who have long been expecting an accountable, justice-based, and welfare-oriented governance system.
The mass uprising of July-August 2024 has once again made it clear that the people are the owners of this state, the prime minister said, adding, “Therefore, as officials of public administration, ensuring the interests and welfare of the people, who are the owners of the state, is your main responsibility”.
He hoped that the curriculum and training environment of BIAM will further enrich the professional skills, problem-solving ability, and innovative thinking of the officers coming from different parts of the country.
Skill in modern administration does not mean only knowing rules; rather it includes the use of technology, data analysis, quick decision-making, and a creative approach in public service, the premier said, adding, with that goal, the present government is giving importance to making the training system more modern and result-oriented.
“Alongside basic training, opportunities for advanced courses, research, and policy-oriented education are being increased,” he added.
Stating that the present government is committed to building a ‘Bangladesh of Meritocracy’, Tarique Rahman said merit, integrity, creativity, efficiency, and experience will be the main considerations in recruitment, transfer, and promotion in the state machinery.
The government is firmly committed to ensuring effectiveness and accountability in the administrative structure everywhere, including appointment of government employees in vacant posts with transparency and formation of an administrative reform commission, formation of a strong Public Service Commission, and formulation of private service rules, he added.
Noting that the world has now entered the era of artificial intelligence, the prime minister said thus, to survive in global competition, public administration officials must also prepare them to face the times.
“In this era of the Fourth Industrial Revolution, the use of artificial intelligence, automation, and digital technology will make our administration more efficient, transparent, and accountable,” he said.
“Our goal is to deliver all government services to the doorsteps of citizens through information technology in the future,” the premier also said, adding, in this regard, his government is ready to provide any necessary support to further strengthen BIAM in developing skilled human resources.
To expand and facilitate trade and commerce in a competitive global system, Tarique Rahman emphasized restructuring the government performance system in line with the modern world by establishing single-window clearance, one-stop service, and creating a fully digital workflow.
“Our development vision must be inclusive, sustainable, and humane.
We want to build such a Bangladesh where the benefits of development will reach every level of society, discrimination will decrease and eventually (the discrimination) will be completely eliminated,” he said.
“Women and youth will be established as the main driving forces of development, and environmental protection and climate resilience will be part of every policy,” the premier continued.
Terming the officials of public administration as the bridge between policy formulation and implementation of the government, the prime minister said, “Your integrity, efficiency, and accountability are among the main foundations of the government’s success”.
“(Therefore), my call to you is to think of yourselves not only as administrative officials, but as servants of the people,” Tarique Rahman added.

DHAKA, April 25, 2026 (BSS)- Prime Minister Tarique Rahman has asked the concerned authorities to take necessary measures for quick rehabilitation of the hawkers evicted from city streets.
The premier gave the instruction at a meeting held at the Prime Minister’s Office (PMO) in the city’s Tejgaon area this afternoon, said a PMO press release.
According to the release, the Prime Minister asked for selecting alternative places for rehabilitation of the hawkers quickly through coordination among the relevant ministries and institutions.
The Prime Minister said that the evicted hawkers must be rehabilitated in such places where they can conduct business comfortably and with enthusiasm.
The meeting decided that the government will arrange alternative places for the evicted hawkers. Simultaneously, identity cards will be provided to the hawkers through registration so that their activities can be managed in an orderly manner.
The Prime Minister stressed on taking necessary measures to reduce traffic congestion in the city during school time. He observed that uncontrolled vehicle parking in front of educational institutions causing traffic congestion.
To solve this problem, he said, a part of the grounds of the respective educational institutions should be used for car parking.
Local Government Division Secretary Md. Shahidul Hassan, Rajdhani Unnayan Kartripakkha (RAJUK) Chairman Engineer Md Reazul Islam, DNCC Administrator Md Safiqul Islam Khan and DSCC Administrator Abdus Salam, Dhaka Metropolitan Police (DMP) acting Commissioner Md Sarwar and DIG Traffic Anisur Rahman were present at the meeting.
Recently, several hundred shops were evicted from the roads of Mirpur-1 area under DNCC and Motijheel, Baitul Mukarram, Paltan and Gulistan areas under DSCC.
