The Dhaka district administration introduced a lottery-based posting system for Union Parishad (UP) secretaries on Wednesday to ensure greater transparency, impartiality and accountability in the transfer process.
The lottery was held at the conference room of the Deputy Commissioner’s Office under the initiative of Dhaka Deputy Commissioner Farida Khanom.
According to the district administration, there are 62 sanctioned posts for UP secretaries across 61 Union Parishads in five upazilas of Dhaka district. Of these, 57 posts are currently filled, while five remain vacant.
A total of 52 serving secretaries participated in the transfer process. Among them, 45 took part in the lottery for postings within their respective upazilas, while the remaining seven, whose applications were approved on valid grounds, were allowed to seek postings in other upazilas through the same lottery system.
The administration said the remaining five serving secretaries did not participate in the process. Four were excluded due to various allegations against them, while one was left out for administrative reasons.
Farida said the new system was introduced to uphold transparency, accountability and good governance in public administration.
“All administrative activities are being carried out in accordance with rules and regulations. No scope has been kept for personal influence or recommendations in the transfer process of Union Parishad secretaries,” she said.
“The lottery-based posting system ensures equal opportunities for everyone and will further strengthen public confidence,” she added.
