DHAKA, Oct 19, 2026 (BSS) – The Bangladesh Securities and Exchange Commission (BSEC) has given in-principle approval to issue commodity derivatives broker registration certificates to six stock brokerage firms, while directing the relevant authorities to compensate affected investors of four brokerage firms with up to Taka 5 lakh each from the Dhaka Stock Exchange (DSE) Investors’ Protection Fund.

The decisions were taken today at the 1,035th emergency commission meeting held at the BSEC headquarters, chaired by Commission Chairman Masud Khan, according to a press release here today.

The six brokerage firms approved in principle for commodity derivatives broker registration are Sohel Securities Limited, Island Securities Limited, NLI Securities Limited, Be Rich Limited, PHP Stocks & Securities Limited and UCB Stock Brokerage Limited.

The approval was granted following applications from the firms and recommendations from the Chittagong Stock Exchange PLC (CSE). The commission also decided to issue letters of intent (LoIs) to the companies as part of the registration process.

In another major decision, the BSEC directed the relevant authorities to arrange compensation for affected investors of Banco Securities Limited, Tamha Securities Limited, Crest Securities Limited and Shah Mohammad Saghir & Company Limited.

The compensation will cover verified and unresolved claims in accordance with the provisions of the DSE Investors’ Protection Fund, with each eligible investor entitled to a maximum of Taka 5 lakh.

The commission also took decisions on 12 capital market subsidiary companies operating under nine financial institutions whose licences are in the process of being cancelled by Bangladesh Bank.

Of these, two stockbrokers–Premier Leasing Securities Broking Ltd and AVIVA Equity Management Ltd– and two merchant bankers– PLFS Investments Ltd and Prime Finance Capital Management Ltd– have been allowed to continue their business operations.

The commission said these four companies had adequate net assets and satisfactory positions against certain assessment indicators.

Meanwhile, seven other capital market entities have been given until April 30, 2027 to address deficiencies in net assets and ensure compliance with relevant securities laws and regulations.

The entities include four stockbrokers– Premier Leasing Securities Ltd, International Leasing Securities Ltd, Fareast Stocks and Bonds Ltd and PFI Securities Ltd, two merchant bankers– IL Capital Ltd and GSP Investment Ltd, and one asset management company– Prime Finance Asset Management Company
Ltd.

The commission had earlier extended the deadline for FAS Capital Management Ltd until December 31, 2026, to address its net asset shortfall and ensure compliance with the applicable regulations.

The decisions are aimed at addressing investor claims, ensuring regulatory compliance and determining the operational status of capital market subsidiaries linked to financial institutions facing licence cancellation.
